There are two types of account, Personal account and Premier/Bussines account, both are free to open.

Personal account is used to transfer money with other user with out any fee, but its limited accepting credit or debit cards.

Personal account Fees
Receive payments funded by Credit Card, Debit Card: 5.4% plus $0.30. Limit of 5 transactions per year

Premier/Bussines account Fees
Receive any payments: 2.4% + $0.30 to 3.4% + $0.30

Both accounts have a Multiple currency transactions exchange rate fee of 2.5%

You just have to notice that PayPal cannot be used to deposit money in poker rooms and in casinos.
Indeed, Paypal's policy ban money games. It's a shame
