Comma instead of period?

My friend told me in writing, if someone is saying something and they end the sentence, you use a comma instead of a period like this:

Before
"Hi."

After
"Hi,"

Is that true?

Okay, it's like this:

"That's okay," he said.

Then there's:

"That's okay."

And under the second one you'd start a new paragraph usually.
