Sorry but often they don't choose to make ethnic ghettos. In Denmark the goverment dumped all refugees and guest workers in the areas with empty old broken houses. The only people already living there were danes with big social problems (alcoholics, drug addicts and so on). This caused the Ghetto.
I tell you living next to only alcoholics and drug addicts is very hard and depressing wich made the youth foreigners doing crime and stuff because they needed money and most of all because they were depressed and bored, can't blem them.
The goverment later started to help the danish drug addicts and alcoholics to move out of the ghetto and then the goverment ended up with an ethnic ghetto with serious crime problems.
But in the recent years things are starting to look a lot brighter. The "normal" danes are starting to live in the ghetto and the area next to it plus the the goverment has been placing the new arrived foreigners in areas with less social problems. :)
