I used to go to 11 alot to finish up a route - but I've crashed so many times doing it and lost rating I finally said it wasn't worth it - I've also had most of my breakdowns while going to 11. It infuriates me and tickles me that newbies do it all the time to test it after their trainer tells them not to go beyond 10 except to refuel and repair. Then they brag about it and think their trainer knows squat. Then finally they become regular (leave that protected newbie status) and start crashing, getting tickets, and having major breakdowns - hee hee.

"I would still prefer to see the FP's erase entirely before a driver can resume driving again. Although not exactly like the HOS, it would lend a better sense of what drivers do experience in the real world."

I do see one issue with this, but given I am australian and different rules apply here, it may not be relevant to the US. over here there's no requirement of having to have a full rest per se, which is why many australian drivers DO spend a lot of time on the coffee, no-doze and "other" substances. That, plus the fact that a lot of freight companies make their Schedules impossibly tight.

Being a driver here stateside I can say I prefer our hours of service system as it mandates a 10 hour break per 11 hours spent driving. Of course not all those hours are spent sleeping but it gives the driver time to get a good meal, shower, etc. There is a split provision in the regs but it requires the first rest period to be 8 hours so one might as well just go for 10 and get a fresh start.
