74th Street, the flat. (Audience Hall), This functions as an Audience Hall....

In an effort to conceal their secret identity, should a member of the EPL wish to see someone, or vice-versa, the hall is located on 74th street, on the other side of the town to the base itself.
It is, in fact, a rather dingy flat. Dry rot has slowly taken possession of many of the walls, and there are a few chairs and a wooden table is the middle of the single room. It looks rather precarious, as the room suggests that woodworm have visited at least once, maybe twice.

Heck, maybe more.

A brown Labrador arrived at the step of the flat on 74th Street. Hal Summers took the time to use his Super sense to be sure that he was alone on the street before shape-shifting back to his human form.

The brown hair guy knocked at the door of the Edgewater Preservation League headquater.

A slat opened in the door, and out peered two inquisitive eyes. It shut again, and there was the sound of at least ten locks unbolting. The girl then peered out again before undoing the last lock and letting him through.
She was a youngish girl, in her mid-late teens. Her hair flowed down her back in ringlets, and swished to one side as she called. "Dad! There's someone here to see you!"

"Send them in then dearest!"

Judiciary shrugged and waved the man into a rather dingy room. Standing at the window was a man, who turned slightly, letting the light show his features in a brief moment before clouding him once more. He was a disfigured, moulting, scarred, horrible beast, it was hard to believe that the young girl had called him 'dad'. "They call me Ogan. I apologise for Judiciary, she can be a tad suspicious at times. Still, always be vigilant... You are?"
He stiuck out a gloved hand and grinned beneath his shaded hat.

Hal looked and smiled at the girl before replying to her father.

Hal My name is Hal Summers. As for your daughter, there is no offense taken. When you are the president of a league of extraordinary men or women, it is normal to be vigilant.

Hal paused.

Hal I'm wondering if you are needing help in your quest to preserve Edwater?

Ogan grinned, showing a row of brilliantly white teeth. "Well, that depends. If you're a sissy, join the Bulwark. We REALLY deal with the crime around here. Sure, the jail is superproof, but its a waste of taxpayer's money. Having to keep them in there when we all know what they deserve."
A spine exploded from Ogan's hand. "Are you willing to do anything for this town? To kill anybody who dares encumber its progress towards a virtuous city? Because thats what our job is. Some people don't approve, but thats their problem, isn't it? We are the true defenders of humanity... if you're willing to join."

Hal replied.

Hal I have no objection with killing some murderers and rapists. But if innoncents animals or people are on the body count, I won't be pleased.

Hal paused.

Hal I will do my best to keep the city clean from murderer, mobster, drug dealer and every criminal minds of the system. Even if it means that I will have to beheaded them with my bear's claws.

Two figures stepped out the shadows.
"We like you..."
"We Like you a lot."

Ogan turned to the two and waved them away. "That's Vengeance and Vindicator. And I suppose they're right. You're in. Now, pack up your stuff and get moving. We just use this place as a safe-house. We're on the other side of town."
He grinned and patted the man on the back. "You know whwat? I reckon we're going to have a great time, you and I...."

Hal has joined the EPL! Let slaughtering begin!

Hal changed into a blond labrador,his favorite travelling form. He followed the group to their headquarter.
