Just wanna know if people consider Shin a Kamen Rider or just something different all together.

Well, it depend. I mean if it strictly based on what Kamen Rider words mean then Shin couldn't be considered as one of them, since he doesn't wearing mask (kamen) and doesn't rider any bike so he's not a rider.
But if he compared as a beetle-shape warrior then he could be count as one of them.
I've heard once that Shinomori' first concept for Kamen Rider was a horror story about a biogenetic superhuman that could transform himself into a beetle-shape fighter againts a monster organization.
If the information was right, then maybe Shin is the original Kamen Rider that Shimori try to bring to realization. <_< ....?

Hmmm, that's rather interesting now. Never knew of Shinomori's first concepts.
