 Solid Waste Hauler Licensure

Does anyone else license/inspect solid waste haulers? If so, how often do you inspect their trucks and what do you look for at inspection.

We license them but stopped doing inspections about a decade ago.

We register them, and we have a code that reads a lot like Lisa's. In reality, as long as there aren't gaping holes in the truck bed and they aren't leaving a trail of garbage as they pull away from our parking lot, they "pass" inspection :whew: . I intend to inspect trucks annually, but there are quite a few that didn't get inspected last year, because I got sidetracked by more important things. :shh:

We inspect our rubbish trucks every october, we schedule two days at the landfill, most of the time we get the majority of the trucks. We also have an agreement with some neighboring counties that we accept their inspections on those guys going across county lines. We require the truck to be leak proof, fire exstinguisher, identification and a safety is done on each truck by a sheriff officer, state patrol, or other company approved by our office. All trucks must be inspected by our office prior to them being licensed. Also, if they are dumping in our landfill then the landfill won't let them in until they are license.

Just out of curiosity, is there anyone on here who DOESN'T license or inspect solid waste hauler trucks?

Our program is really simple, and although I do make an effort to inspect the trucks, I'm not sure I accomplish much by doing it, at least the way it is currently done. If any of us reach a point where we need to look at cutting programs, I suspect we could drop this one with very little negative impact to the community. On the other hand, it probably wouldn't save us much either... :huh:

We do not license trucks as all of our solid waste leaves the county. We have active landfill. We did at back in the early to mid 80's, but OEPA closed them downe and took back all solid waste from us due to the "lack" of anything being done locally. We have looked into taking it back, but cannot justify the costs of ongoing monitoring at the closed landfills. Those trucks which haul solid wastes out of the county are inspected by those counties they haul too. We will respond to solid wastes nuisnaces though and have pretty good luck with getting them cleaned up, depending on whether we can say the solid waste is household garbage.

We do register and inspect haulers. I'm sure there are some that do not get inspected as we have several companies that operate in the county, and Rumpke has a trasfer station. We inspect the trucks annually, and we inspect the transfer station several times per year.

The Solid Waste Management District in our county has decided to license waste haulers because they have the authority to license them. Do any of the other counties have management districts that license waste haulers? In this county it would mean anyone hauling garbage in the City of Toledo could be licensed by the City of Toledo Treasury Department, the Toledo Lucas County Health Department and now the Solid Waste Management District.

Why is it necessary for all three entities to license the haulers? If our local SWMD wanted to license the haulers, I think I would gladly hand the program over to them and be done with it!

Every year we have the discussion that we should get rid of the rules, b/c we do not do anything for the fee. This would be a good reason to boot the program. I gave the letter to the boss. We'll see what he does.

Do you know where in the code it is writen that the Solid Waste Management District has the authority to license solid waste haulers? I need helping getting this through to my prosecutor and Solid Waste District.
