All registered mutants carry a registration card (that is not unlike a drivers licence) with their case number on it and most registered mutants have nano-tracking devises implanted in their system. Removal of these nano-bots is near impossible to pull off without killing the mutant in question. Those mutants who could not be injected due to their powers (impenetrable skin etc) must wear tamper proof tracking bracelets not unlike those used on people under house arrest. The federal database of registered mutants is catalogued by number rather than name in attempt to give them a little more privacy. This database is claimed to be a thousand times more secure than that belonging to the witness protection program.

Mutants found in violation of the MRA are arrested and can be held for an indefinite amount of time. Usually as long as it takes to run an extensive background check and create a psychological profile. Depending on the level of potential addition of alternate criminal activities, Along with forcible registry these mutants may find themselves serving time on Rykers Island or merely slapped with a fine, probation and a hundred hours of community service.

*oh look a loophole in the registration act that’s frequently exploited.

[/dohtml]

It requires mutants to keep their inhuman status a secret, especially from the ones they care about most. Sometimes that means they have to live a nomadic life cutting themselves off from people with the exception of those few they have found to be fellow offgrid mutants. They don't want any trouble, no more war, no more big brother watching over everything. They just want to live their lives as free citizens without having to deal with daily persecution from the masses.

It is said that more off-grid mutants die each year than those that have been classified as anarchists. While this is more than likely factual it is also true that they have the best inter-community relations and thus probably the greatest multipurpose pipeline since the underground railroad and prohibition.

The habitué, also known as the "Frequent Visitors" are mutants who live in countries such as Canada and France whose mutant laws state that as long as mutants are on Ratifivant they do not have to register their mutant status. As long as the Rat-V users get their one happy little pill regularly and on time they will be alright and live fairly normal lives, blending in with everyone else. Withdrawal from the x-factor suppressing pharmaceutical is essentially ten times worse than that of an addict coming down from heroin.

After the Ratifivant poisonings of January 2035 a number of mutants have tried their hands at detoxing. Some even volunteering for various detox study programs and experiment treatments created by various high profile pharmaceutical companies - including the company that started Division. It is safe to say that more mutants have since died from attempting to detox than those who got dosed with the poison. Because of the incident Canada has since closed their Ratifivant program to those who were not already on it and has since started to change their MRL for the better of mutantkind.

This group is as divided as they are volatile. But no matter where they stand they have two things in common. One) They openly use their abilities in the face of authority despite not being registered. And Two) They are all committed and willing to do what they believe is right, even if it means doing the wrong thing. Some of them are organized, some are just looking for someone to take the lead, and a few have seen and done things so horrible that they just don't work very well with others. The sort of anarchy ranges from riot starting punks to those who cause chaos on extraordinary levels. The x-men have been around in one capacity or another since the 1960s. Up until the war they were considered a pinnacle of hope for mutantkind. Hope that one day they could live together with humans in peace. Their ranks were hit hard during the war and the majority of the surviving members ultimately ended up going their own ways. In recent years the son of the team's founder has started picking up the pieces of the organization in hopes to give the new generation hope for the future. Some mutants have parents or family members who had been members of the team at one point or another, and others found themselves being recruited out of the blue. They have their in-team issues and problems but they do the best they can to counter act the bad light the media keeps shining on mutants due to the anarchists activities. So pretty much they right wrongs and triumph over evil. On Milo’s orders the x-men will not accept anyone under the age of 21 into their ranks and they must have control over their abilities. All members were either personally recruited by Xavier or family members of formerly known x-men. They are heavily trained for at least a year, 3-9 months of pending status. They are the combatants and their powers range from levels 3-5. Many of them also act as teachers and instructors to the student body.

The students of Xavier’s school for the gifted are all of mutant status. They were either sent to the academy by family, came on their own, and a few of them were even personally selected to attend. Not all of them will go on to become X-Men, as they are encouraged to go to traditional colleges. Students range from k-12 and a few older (although we will not accept characters under the age of 16) and many go to public school while residing at the manor and learning to cope/use their abilities. Some however are home schooled (often the younger ones) because their abilities make it too hard to attend regular school. New Recruits are also filled into this category because they are usually still learning to control their powers. Most of them are children of former X-Men and other mutants. It doesn’t matter where they came from they’re all here to learn.

Like the mutants they are as different from each other as they are from mutants. Some support mutant rights while others actively fight to eradicate the freaks. Living in a dystopian world isn't easy even for humans. Some human's blame mutants and mutants blame humans. Others have better things to worry about. Seriously it's a global depression, the world doesn't revolve around superpowered folks. If you need this group explained more, I'll have to question your human status.

Division is an international corporation that contracted by the United States Government, and other governments to contain, capture, and transfer mutants. They also rack in a pretty penny from Ratifivant sales as they were the company that originally created it. Division also owns majority share of Stark Industries, hence all of the Omega hunters. Even with all of this going on they maintain an impeccable public reputation. The Prisoners of Division are kept at various locations across the globe, with the two major facilities being Rykers Island in New York and Muir Island in Scotland. Those kept at either of those locations are occasionally subjected to scientific experiments pertaining to their x-factor. However while a good 90% of the prisoners are mutants, a few are humans who were detained for their extreme pro-mutant activism. Range of imprisonment depends entirely on their powers and danger level. There are those kept in medically induced coma, extreme solitary (like magneto in X2), those in solitary and those in general population known as “mutant row”. Mutant row is essentially your standard prison cellblock with cells modified for specific containment purposes. The doors for these cells are shatter proof electrified glass walls. These mutants can see each other and hear what’s going on but if things get out of hand or the guards just want them to shut up, it’s easy enough to knock them out via a concentrated dose of a specifically formulated - patent pending - gas that puts them to sleep. There are also tests using drugs to keep them calm and essentially render their x-genes ineffective without the nasty ratiffivant after bite.
