DESCRIPTION: Standing at 6 feet even and weighing about 200 lbs. Short brown hair, glasses, slightly muscular built. Typically wears a black trench coat with blue jeans black shirt, and black converse sneakers.

PERSONALITY: Joe is a slacker by nature. He tends to take the easiest way out of things. Chronic procrastination is large problem for him. He is morally righteous and tends to be arrogant about his decisions. Believes the strong should protect the weak and wrongdoers deserve a second chance. He loves playing games, even though he tends to suck at them. Very slow to anger and quick witted, he makes friends easily and stays loyal to everyone. Though, quick to make decisions, he takes care to make sure of the safety of all around him. Very open about his opinions and accepting of others opinions. Joe likes to take a rational and logical look at problems in front of him, and if possible, pass them on to someone else. Joe does love competition and enjoys testing his extensive martial arts experience against others. Food is another part of Joe's life and is easily talked into doing a favor for someone by an offer of lunch. Joe refuses to kill unless absolutely necessary. Has an affinity for cats and kittens, even though he is allergic to them. Every so often he has a bout of obsessive compulsive disorder for the symetry of objects around him.

HISTORY: As an early boy growing up in Detroit, Michigan, Joe has always had an attraction to water and he noticed water had an odd reaction to him. The drinking fountain to spout higher and run colder or warmer for him, he could move through it faster than anyone else as if it pushed him though it, even rivers quickened or slowed their pace depending all on his will. He grew up in an average small suburb with a typical, boring family, who taught him the value of life and morals and how all existance is sacred and must be protected. Seeking to understand his odd abilities, he learned and mastered kendo sword style, shaolin staff, and Hap Ki Do martial arts. During high school, he was always in trouble for fighting against the bullies. In school, he met his fiancee, Stephanie and the two have had a loving relationship ever since. Seeing his skill potential and predisposition to righteousness, Joe fit right in as a police officer for the large city. There Joe solved many cases and slowly developed his abilities. Then, during a police sting he was assigned to at a beach, Joe's powers made a drastic leap in ability. He pursued a felon down to the edge of the Detroit River when the criminal produced a gun unexpectedly and caught him off guard and fired...the bullet almost killed him when the river water sprung up and solidified itself as ice to stop an incoming bullet. Fascinated by his new abilities he undertook a great deal of study to understand how he is able to take water from any source available to him and manipulate it to his will. The only question that he has not been fully able to understand is why he is able to do this. Joe studied ancient secrets as much as he was able with the limited resources. During his trip to King's Used and Rare Books, he came across a passage that mentioned the ancient and mystical city of Nightside. The book told of how one can get anything they want in this city. Intrigued, Joe took a trip to England as soon as he could.

IMPORTANT RELATIONSHIPS: All people are important to Joe, the most important of which is his fiancée Stephanie. She waits at home for him to come back from his journey to completely understand his abilities. Friends are the one thing that he values above all else.

WEAPONS:Joe is an expert marksman and his standard weapon is Glock 22 .40 caliber pistol that he was issued through his department. He also carries with 2 collapsible batons that are 3 ft long each capable of being attached at the ends to form a staff.

ABILITIES AND ATTACKS: Joe can manipulate water molecules through the injection of his ki. His ki jumps from molecule to molecule allowing him to change the molecule as he imagines it. He can force molecules together to build pressure before releasing it in an extremely powerful burst, or he can brings the molecules together and have them release their heat energy to form ice sculptures. He frequently forms ice on his batons to create a razor sharp edge. His favorite attack is to collect a mass of water in his hand, forming it into a sphere and having it spin rapidly to generate an effect similar to a sander or a drill. He calls it the shin mizu uzumaki (true water spiral). Joe has a profound knowledge of Hap Ki Do martial arts, shaolin staff fighting, and kendo samurai sword. Joe is a crack puzzle solver able to put 3 and 3 together to get 9.

HOW I GOT TO NIGHTSIDE: Following a tip that the explanation for his powers could be found by a mystic residing in nightside, he has come to the city looking for answers.
