Hello!
I saw a link to your mod on the TES forums, and thought I'd try to contribute to such a great idea.
Unfortunately, I can't mod, and I probaly woulden't be a good quest-maker either.
But I can write, or so I am arrongat enough to belive. I've written poems for the Skyrim for Oblivion mod, so you can go there to chek what I've made (or follow this link:
http://www.silgrad.com/wbb2/thread.php?threadid=5709).
Just as a teaser, i've taken the liberty to write two case files for the prisoners in the IC Jail: Valen Dreth and Claudius Arcadia. I belive every prison needs a case file for easy access to who's-who and who's-where-and-why.
they are following:
Case file XII, 3E 431
Subject: Arcadia, Claudius
Sentence: Indefinitely
Description: Claudius Arcadia, Imperial commoner, has been found guilty in premeditated murder, by hiring an Assasin of the Dark Brotherhood to performe an assasination.
The subjects estate contains the following damning evidence:
A: Humanoid effigy made of stolen bodyparts (Skull, skeleton, heart, flesh), stabbed several times.
B: Ceremonial dagger, rubbed in the petals of freshly plucked Nighsthade
(Reffere with the Black Horse Courier issue “Night Mother Rituals!” for insight)
The subjects property has been seized, and is currently being deployed as a Legion outpost.
Diet: Half a chunk of bread; half a jug of water; two slices of cheese every major holiday.
Subject’s status: Imprisonend, alive. Healthy.
Praise the Nine Divines for their Just Law and Order.

Case file VII, 3E 430
Subject: Dreth, Valen
Sentence: 3 – 4 years, at the mercy of the current Jailor.
Description: Valen Dreth, a Dunmer of unkown affiliations and origin, has been imprisoned. The specific crime is classified information; the current Jailor will be able to tell more.
Diet: A jug of water; half a chunk of bread; two slices of cheese every major holiday.
Subject’s status: Imprisoned, alive. Healthy,
Praise the Nine Divines for their Just Law and Order.
If you can use this, I'd be more than happy to write more generic case files of, currently, non-exitisng persons in the TES world.
Regards
