Nekron doesn't do the quote-marks-in-the-air thing (considering the tone of the series, that would be incredibly out of place), but it's possible that when he speaks it, he places a bit of emphasis on it. In any case, I don't think very many of them would have caught it anyway considering all the shit going down at the time.

Yeah, you're right, it would look very stupid. So, the readers know but the heroes may not.

The finger quotes would probably have fit in perfectly in Justice League circa the 1987 reboot though. :D

Maybe? It was after the original JLA disbanded in Detroit and then Guy Gardner and Mr. Miracle (among others) joined the group. Instead of The Big 3, The Martian Manhunter and Batman were co-leaders, I think. I think Booster Gold and Blue Bettle were in it as well. What I really remember is how sarcastic and cynical it was which really stood out since I found most DC comics Very Serious compared to Marvel.
