Yup, that's the idea. It's for YouTube so that's why it's black and white since they add a color reduction algorithm that would've screw up the whole thing up if it were in color, but it is possible to do the same thing in color and get the same high quality.

JPGs use a grid with 8x8 blocks to compress images. They blur the pixels in each block together to create larger blurry pixel cluster things (it's a technical term). If you align sharp edges and high contrasting colors to this grid you get reduced file sizes and improved quality.
