Yea that's just the cheaper versions of the ones we used to have since that Photobucket incident. I guess it was supposed to be good enough until we could get better smilies, but I'm starting to assume that these are the ones we'll have permanently since no one bothered to complain about the greyed out ones, but since you've pointed this out, I'm also guessing they'll get right on it...

Grey ones couldn't have been default, unless the defaults are 'choosable' because I've made a forum before, and they didn't have default grey smilies, nor did I get a choice for my default smilies.
